The Suffolk Protocol on the Use of Part-Time Timetables Including the Requirement of a Risk Assessment outlines best and safest practice for schools when considering the use of part-time timetables.
Good attendance at school is widely recognised as one of the most effective protective factors for children and young people. Placing any pupil on a part-time timetable increases risk and should only ever be considered in exceptional circumstances, and only after all other alternatives have been fully explored. Guidance is clear that part-time timetables must not be used as a behaviour management strategy.
Where a part-time timetable is in place, the following must apply:
- It is temporary and regularly reviewed.
- A risk assessment ensures that its use is as safe as possible.
- There is evidenced parental consent.
- Support and strategies are in place to enable a full-time return as soon as possible.

This template is intended to support school leaders in ensuring that any part-time timetable is time-limited, appropriately risk assessed and part of a clear reintegration plan. Schools are not required to use this template; however, any alternative approach must demonstrate equivalent consideration of safeguarding, equality duties and reintegration planning.
From September 2024, schools must record all part-time timetables using the C2 attendance code (authorised absence – part-time timetable). This code must be applied accurately, as the data is now collected automatically through daily attendance returns. Do not use C2 when a pupil is attending an alternative provision. Information from the C2 code is used by the Attendance Service to inform challenge and support discussions during termly attendance meetings with each school.
The previous requirement to complete a separate part-time timetable collection form has now been withdrawn.
