As part of the Scheme for Financing of Schools, schools are not permitted to allow their bank accounts to become overdrawn. Where this may be forecast from either the schools own cash flow forecasting, or where SAT regularly calculate their daily balances (net of their Oracle weekly extract files) and where a debit balance is forecast, the school would be contacted and/or requested to submit a ‘Cash Flow Advance’ request. This would require Governor approval prior to submitting their request for what is in real terms an internal loan. This is charged to the schools at around 1% over and above the Insight Rates.
